Convivência e Parceria - (Cohabitation and Partnership) Top Social Prize - ADVB - 2002 The project Cohabitation and Partnership, was born out of a great challenge: to guarantee the integrity of the Obati pipeline (Barueir-Utinga) and the security of the population that lives in its surroundings, other than contributing to improve the quality of life of the communities that live in the densely urbanized risk areas of the metropolitan region of São Paulo. Cohabitation and Partnership is centered on a commitment to involve and sensitize diverse social actors to the risks that borderline communities are exposed to, as well as the integrity of the pipelines, the quality of life, personal safety and the procedures on accident prevention by way of adequate use of the of Obati's strip. Including the community in the processes of self-managing the space shared and contributing to the betterment of their quality of life, are compromises that Petrobras Company, in its exercise of socio-environmental responsibility, as assumed in this project. The actions and activities of the project aimed to awaken in all, a feeling of belonging in the delicate, complex and interactive web of life, and to stimulate the communities by way of exercising their citizenship, and walking towards autonomy and emancipation. The Socio-Environmental Diagnosis on the 50 kilometers from the borderline areas to Obati initiated the project Cohabitation and Partnership. Realized in a participatory manner, it allowed for a defining of those "pieces" of Obati that were more appropriate to becoming irradiation poles on Environmental Education action and of Social Communication. A team of urbanites, architects and geographers were added to the team of environmental educators from the project. They ran the strip, marking and identifying its characteristics, classifying the types of interference, evaluating the areas of greater or lesser pressure, mapping all the public equipment, as well as the social entities and community leaderships present. The primary construction work in guaranteeing the integrity of the pipeline, the security and well being of the population mapped in the Diagnosis, pointed to the necessity of a joined intervention of Transpetro, of public departments and of the diverse public service companies, as well as the involvement of the local community associations and civil society organizations acting in this sphere. These articulations with partners searched to combine and value the execution of work to maintain the pipeline, the improvement of the strip (part of the operational routine of Petrobras/Transpetro), along with the demands formulated by the communities in each locality. At the same time, these dialogues looked to stimulate partners in intensifying the benefits of this work, taking care of the population demands in issues pertaining to their working sphere. The Environmental Education and Social Communication action that followed flowered the conditions to the establishment of partnerships between Petrobras, the communities, branches of municipal administrations, companies, community agents, schools and civil society entities. With an effective participation from the communities, the engineering constructions implemented in the Obati's strip, have been promoting great change in the urban landscape and in the quality of life of the dwellers of the regions through which it passes. The Environmental Education program developed for this project was based on concepts of involvement, participation and belonging, in a strategic grid that included Thematic Workshops and Workshops of the Future, and in the construction of the Obati's Agenda 21. In the Workshops of the Future, each group of inhabitants points out the problems of their residing "piece", constructing their "Wailing Wall". With their pairs, they reveal - in a symbolic manner - their desires of a better life by planting and cultivating a "Tree of Dreams". The Thematic Workshops objectified to diffuse specific knowledge and create tools to aid the local population in a more qualified professional and community-led action. The themes were chosen by the participants themselves, underlining their interests, priorities and learning desires. Thematic Workshops were created on security, urban metabolism (waste, water and sanitation), the formation of networks, art-education (graffiti, hip-hop, capoeira), increasing income and labor potential, communication and diffusion of information (radio and newspapers). During the workshops and project activities, a plan of action was being designed for the improvement of the community. This plan, highlighting the problems, the alternatives or solutions, partners, deadlines and those responsible, is what came to be called: "Agenda 21 do Pedao" (Local Agenda 21). Each group created its own "Agenda 21" and the systematization of these ideas culminated in a great seminar gathering 300 "piece", or local leaderships, who together built "Agenda 21 do Obati" (Obati's Agenda 21). The Social Communication program was elaborated to diffuse rules of cohabiting and of the compatible uses of the strip, as well as to stimulate the participation and articulation of the diverse actors in the implementation of necessary action to improve the local quality of life. By working out the socio-environmental difficulties of each region, the project offered the borderline communities knowledge on the pipeline and an understanding of the basic rules of security, which strongly stimulated the construction of a Network of Active Citizenship that would contribute to the autonomy and emancipation of those groups. Counting on a team of 60 people, between coordinators, managers, journalists, radio announcers, field technicians and local counselors, the project published, edited and circulated: • "Boletim do Pedaço" (Piece/Local Bulletin) - five different weekly issues, one for each sub-region. It contains interviews with residents, reports on the activities of the project, and disclosures on the community themes of interest. • "Obatinforma" - monthly newspaper on the progress of the construction projects, articles on environmental education and citizenship, project activities and instructional material. • "Programa de rádio diário -Ciranda da Comunidade" (Daily radio program) - linked to Rádio Nove de Julho, with the objective of diffusing information on the project, divulging the pipeline security norms, spreading environmental concepts and integrating the borderline communities to the Obati pipeline. • Institutional videos and video reports on the progress of the construction work. o Instructional Videos - "Quem sabe faz a hora" presenting accounts on the successful mobilizing experiences of the communities in the area of Obati. • Pamphlets, signs, and banners. • Agenda 21 do Pedao (Local Agenda 21) • Agenda 21 do Obati (Obati's Agenda 21) • Image Data Base The Project Cohabitation and Partnership, in its actions and activities, has involved around 10 000 people in a direct manner and 50 000 indirectly. Most evident in the communities relation to the project, are the developed communitarian practices, the appearance and/or strengthening of diverse associations and cooperatives for the resolution of the neighborhood problems, and the conservation of the construction work performed. The local counselors, hired by the project to act within the region where they live and maintain their web relations, are effective examples of the formation of agents capable of fomenting and facilitating a solid and vast Network of Active Citizenship, proposed by the Cohabitation and Partnership project. The rooting of concepts, the learning process constructed in joint efforts, the implementation of Agenda 21, the affectionate links established, the mobilization created, the self-management shared, the maintenance of permanent and democratic channels of communication and the compromising of all social actors, may guarantee the sustainability of the Network of Active Citizenship in Obati. "Avaliando a Educação Ambiental: materiais audiovisuais" The project Idea emerges from the understanding of education as a method of intervention in the world and as an important tool in the construction of sustainable societies. This book traces a profile of the production and uses of audiovisual material with environmental themes in the country. With a foundation on this, it formulates the guidelines that may contribute to critical reading and production, particularly in the educational sphere, be it formal or informal. This publication is a continuation of the partnership with the Ministry of the Environment, by way of the National Treasury, signed in 1996 when we evaluated printed material. Stimulated by the work repercussion - which is today still considered a reference source for educators and environmentalists, students and scholars throughout the country - and aware of the great transformations taking place, we present a second volume, this time on audiovisual material. In the end, how many and which videos, CD-ROMs, internet sites and TV programs are produced and used in Brazil with the aim to educate human beings in their relation with the environment? What visions do they bring? What aesthetics do they reproduce? Through which conflicts do they transit? Are they capable of contributing to the transformation of our relationship with the environment? Throughout Brazil material has arrived from NGOs, government institutions, TV broadcasting stations, video producers, schools, foundations and others. The project was developed in three phases: material collection, material analysis, and the divulging of results. For the collecting of material, a contact was made with 3000 institutions throughout the country, soliciting the donation or indication of videos, CD-ROMs and sites used on their environmental education programs. The focus on the analysis followed the diversity premises on perspectives and languages. The authors of different chapters of the publication, initiated their work following the basic guidelines on the principles of the "Tratado de Educação Ambiental para Sociedades Sustentáveis e Responsabilidade Global" (Treaty on Environmental Education for Sustainable Societies and Global Responsibility). The divulging occurred in three distinct forms: open seminar; 2000 issues freely distributed to schools, NGOs, universities, public departments and video producers that work with environmental education; internet material. The material was collected and organized in an information data base, resulting in a publication. A National Seminar also took place to initiate discussions on the production of new material in this area. Technical Coordination: Raquel Trajber e Lœcia Helena Manzochi
" Montagem de Empreendimentos de Geração de Trabalho e Renda" To ECOAR, one may not speak of Environmental Education without considering primarily the aspect of survival. In developing countries, where access to education is restricted, particularly for the lower-income strata, unemployment or sub-employment reaches catastrophic proportions. In a world where quality, efficiency and productivity are understood as pillars of development, the least qualified labourer, is condemned to struggle for survival without just conditions of competitiveness. To detach oneself from this perverse, vicious cycle, initiatives are multiplying throughout our planet that search to construct a new economic model. They look for a way to work, generate income and rethink consumption without degrading the environment, by respecting diversity and building horizontal and democratic relations. The same technology that employs and excludes, allows us to learn of the thousands of successful experiences, favourable to being multiplied, and undertaken by men and women in search of new ways of living, producing and being happy. This is when economy begins to encompass a logic of inclusion, of recognition of each human being abilities, and of seizing the talents and wisdom, which do not only derive from formal education, but of the knowledge that life experiences unravel. To diffuse this new way of thinking, producing and generating the riches of inter-relations, ECOAR promotes systematically courses and seminars for communities of small producers, associations, cooperatives and unemployed groups, searching to qualify them in producing their own sources of work and income. Stimulating the creation and implementation of projects that take into consideration the dimensions of ecologic, social, cultural and pedagogic sustainability, these courses contemplate the necessary steps to the micro-enterprise installation, such as market research, costs formation, juridical formatting, fundraising, management, commerce, networking, among others. The qualification for Generating Income and Work is present in all of ECOAR projects, but it also has been performed as a complement project to partner institutions. Coordination: Míriam Duailibi

The project purpose was to qualify the civil society to participate in collegiate committees, training them for decision-making and strengthening their intervention capacity in their questions linked to the self-management of hydro resources. It aimed also to stimulate and support the formation of communication networks on protection, recuperation and improvement of the environment and quality of life of the population that live in the urban centers, alongside the hydric source regions. The project began in 1998 and due to its relevance, was continued, and approved by the Comitê de Bacia Hidrográfica do Alto Tietê (Alto Tietê Hydrographic Basin Committee) in 99, counting therefore with resources from the Fundo Estadual de Recursos Hídricos (São Paulo State Hydric Resource Treasury). The program Environmental Educ-Action, is based on a tripod foundation: • Active participatory research carried by their own communities (and regional schools), so that they may recognize themselves in their reference to nature, memory and quality of life, as well as to create proposals that act in the amelioration of their socio-environmental conditions. • Income-generating projects that are environmentally sustainable, looking to stimulate a continuous apprenticeship and the perfecting of productive work in the communities, as well as to adequate these works to an improvement in the quality of life and in the urban environment. • Communication involving schools through an informed community, TV and radio network. The content communicated includes participatory research, income-generating projects and the monitoring of the environmental quality of the region by their own schools. In this project, ECOAR had a pioneer opportunity to implement its methodology in its work with populations at risk. The first " Agenda 21 do Pedaço" (Local Agenda 21) is created, which gives beginning to the program "Geraão de Trabalho e Renda" (Generating Work and Income) and in the formation of Networks. Even though it had been interrupted prematurely by the Sao Paulo Prefecture, due to lack of resources, the project became a milestone in the history of Environmental Education in Brazil. It has been the object of various studies and academic research. At the moment, the Public Health College, of the Universidade de São Paulo, with funds from Fapesp, and together with the Municipal Environmental Secretariat, realize a study on the projects impacts on the communities lives it reached.
